Maybe not in the short term, but it does harm the squad when they hang around for too long. We stock up on guys like Campbell and Welbeck and then we eventually reach a point where we just say: "Sorry, no more talents. We've got plenty of those already." But if the current projects are never going to be good enough, then what's the point? It just means we're gonna miss out on players who might be. It becomes a mandate for not spending on prospects.
This has been one of Wenger's most frustrating habits in the last decade or so. It literally takes years for him to move on players who should have been gone after a season, maybe even less. Underwhelming youngsters get infinite chances. Old and past it players like Flamini and Rosicky get long-term contracts and then they plug up the squad. I'm not saying the squad should be a revolving door, but a more pragmatic approach is definitely needed, especially if you've already earmarked squad places for guys like Wilshere and Chamberlain whose potential means you're willing to look past the way their current progress has been hampered by injuries.
