Werder were better than Schalke back then and offered him playing time. Özil didn't want to leave but had to because they were too dumb to play him consistently, Schalke love doing that like with Rakitic who they sold soon after that for 2m.
Schalke to Wolfsburg is definitely a step up, financially first and foremost but also in sporting terms.
