We could have gotten him at any point because he had a buyout clause. Never mind the summer he went to Atletico - what about the winter before when we badly needed reinforcements and only signed Källström? He was french, young, playing the exact right position and just breaking through. We had money and needed goals. That was our Suarez moment and we blew it.
It doesn't make any sense. I would like to think perhaps Griezmann wouldn't contemplate leaving Spain or something but that's very unlikely. It's not like Wenger wouldn't have watched him dozens of times for the French national youth sides.
I think the simpler explanation is that we had Walcott on a new contract, and we had also invested in Chamberlain for the future. The fact that Chamberlain wasn't ready and that Walcott did his knee didn't really matter. Money had been spent on those two in the longer perspective and we had enough quality to make Champions League qualification. Källström was brought in on the cheap as some extra padding in the squad, just to make sure.
The overly conservative approach of the club can drive you mad sometimes. We've missed out on a few players now that had Wenger written all over them in big red letters.
