Bilbao play what most would say a very English type of football, a few years ago especially when people called them the Stoke of Spain. Osasuna were also playing a very high tempo physical football for a couple seasons before they were relegated, Rayo are another example.
It has nothing to do with the weather but the lack of tactical training employed in England which leads to a much higher amount of turnovers causing the game to get more hectic and frenzy. This is not just my opinion; many players who came from Spain or Italy have remarked on it.
The inability of a higher percentage of players in the EPL to trap a ball or play accurate passes and the generally riskier type of football encourages this even more. You have to hand it to the marketing guys of the EPL though, they managed to take this vice and turn it into a laudable virtue.
