I'm not sure what the connotations in English are, but "Quotenschwarzer" basically insinuates that Dennis Aogo was only hired because he's black and to fulfill some kind of diversity quota. You usually hear it being used by condescending white assholes as a joke, and that's obviously exactly what Lehmann did here.
