There's gotta be some room between being a flop and being a great player, though I personally would take some exception to the idea that he wasn't great. He ran the midfield for title-winning teams, at times, and at others he played a supporting role, but he was a big part of those wins. The idea that he was past it, or that he lost it after he left us, is based on our perceptions of the kind of player he was.
He managed to become the kind of player that wins league titles. Few get that privilege, and it's hard to say he would have managed it with us.
