What actually happens:
Lille and Hazard, Santos and Neymar know a variety of clubs including massive spenders like Chelsea and skinflints like Arsenal are interested. Obviously they wait to try to get the big dough from the massive spenders.
The massive spenders move and some sellers and players get lucky with these £30m, £40m deals on astronomical wages.
Even the massive spenders are left with the reality that a club only requires one squad. They stop bidding on players as their roster fills up.
Towards the end of the window, the skinflints are left to deal with the disappointed and ornery sellers who didn't get to cash in. The sellers try to ask for what they thought they were going to get but didn't; the skinflints lowball because they know they're among the few prospective buyers left in the circus.

Basically the longer the window goes on, the pissier and more acrimonious all the deals (and failed deals) become.
Funny Wenger always said he wants to secure signing quickly for them to blend in, but then always get affected to deal late signings due to cheaper prices. If only he wasn't such an extreme economist.
Pretty much. Apart from players no one else really wants that much (veterans and second tier youth) we tend to be acting late in the window.
