Would hope so too. Bellerin is great right back in the making. Maybe Wenger saw how Bellerin developed in training and thought Jenkinson was at that stage where he needed to go somewhere to establish himself and Bellerin could take the reserve RB role.
So my worries about Chambers not being a natural RB is not unfounded! He is so much more natural as a centreback.

Chambers will be 3rd/4th choice CB + 2nd/3rd choice RB depending on Bellerin? He is so versatile and useful we suddenly have more options in defence. We will still replace Vermaelen because we lacked a 4th CB last year and was threading on thin lines. Ideally, we need someone established and dependable to be 3rd CB.
