Because they are clever with their friendlies, they gamed the system.
Seeding is decided by average points per game, playing against shit sides (even if you win) drops your ranking which explains England's poor seeding. Switzerland played the lowest amount of friendlies this calendar year and only played against good sides.
Basically, playing against anyone outside of the top 20 is detrimental to your ranking.
