For a while he was the best in the league. He was a bit overhyped because he's English of course, but he was still a quality keeper.

Mourinho is a reactive manager, teams with a reactive style of play don't take long to get going. Pellegrini is looking to play with a more expansive style, it can take months of fine tuning to get the balance right.
