Looks like the club have realised that it's been yet another area where we've under performed for too long, with the Gnabry scenario possibly being the final straw.
i like penalizing the clubs for not playing the loanee. i'd make it so they don't have to pay anything if they played them in enough games.

I know some players who's contract has them getting paid more if they're fit and not used.Â

That makes far more sense than the deals we usually hear about, where the club loaning the player pay more if the player makes x number of appearances or minutes = it's counter productive to either player development or encouraging the borrowing club to have any interest to making an offer to purchase the player.
