The only vague theory that I can think of is that he's clearing the decks for a new regime - he's kept his first eleven intact this window, he's rifled through and cast off the deadwood club and he's holding off on ploughing through the £70m unless he can sign Suarez for in or around £40m.
I think he'll add to the squad in a thrifty spending block around the end of the window, nothing spectacular though.

If he spends 50M on Suarez it will not only be completely out of character, it will be the last act of supreme folly from him.

He's not going to buy rubbish players after he just shifted so many off the books. He also isn't going to not spend because he needs to leave money for someone else.

I didn't say he needed to leave the money.
It would not be out of character for him to choose not to buy at what he would consider inflated market prices.
I didn't say he'd buy deadwood either, I'd expect Monreal level.
Solid enough, nothing earth shattering.

Plus I said it was a vague theory, I'm running through a few.

Agreed with the second part, but I think a more accurate way to word your first point would be "He's not going to buy players that he perceives as rubbish"

Okay, sounded like you were suggesting he was going to panic and fill the squad with some Park/Santos level of duds.

He'll spend big or he won't spend at all in my opinion.

wenger would be absolutely mental not to sign at least 2-3 very good players before deadline. don't think we'll get in any superstars, so i just hope it will be more like arteta/cazorla/koscielny than gervinho/giroud/podolski...

Like I said just trying to figure out why on earth he's not diving in and seriously lifting the quality levels of our squad.
He can't want to be suffering the strain of the last few months of last season again, the misery of being dumped out of all competitions in the space of a few weeks.
He can save us and himself all of that, or at least take a big shot at it, but he won't.
Maybe he's in Opus Dei or something

One reason I can think of is that he had a list of maybe a half dozen targets and literally all of them have failed to pan out.

I think he had loads of top targets, but he also had a firm valuation of them and he got rejected everywhere he went.

Higuain for £25m
Bender for £18m
Suarez for £40m

etc.

Arsene will always get a player for the right price, he just won't always get the right player.

He has also got to stop living in the past valuation wise, he always seems about 3 years behind the curve on these things. Either get in the market and accept the valuation of said market or don't participate at all those are your options in any market; seems we are taking the latter option at the moment.

No, I think Suarez isn't worth 40m anyway. We were paying over the market price. And Bender is worth around 20m which is around the bid we made anyway. It is the teams who don't want to sell the player, not the market price being too high.
