Aye, players change all the time. They develop, regress, mature. Gotta judge them season by season even though there are often mitigating circumstances that factor in. I think it's obvious that some people don't like Vela for personal reasons, and that's fine - I'm not sure I do either - but no one who's seen our pathetic attack this season will convince me that he wouldn't be an improvement on our bench options at the very least.
He's stated repeatedly that he doesn't fancy a return to England though so unless Wenger can convince him he'll probably be sold. And maybe it's for the best anyway. He's only got one year left on his deal, right? If we bring him back against his will he'll probably sit out those last twelve months and we'll get nothing for him. Or, possibly an even worse scenario: he'll turn into a highly useful player for us and then bugger off.
