I'm not calling wenger a hapless victim. He will continue to do what he does, but it is Kroenke's responsibility as majority owner, to make decisions, and assess whether wenger is performing to the adequate standards. Wenger has no reason to resign and leave when he has what he currently has at arsenal, but Kroenke has the power to make decisions.
Similarly I don't blame giroud for being a limited striker and starting every week, I blame wenger for making him the first choice striker at arsenal, because he has the power to change that. Giroud isn't suddenly going to decide that he might not be good enough and ask to leave, when he is being started week in week out for arsenal.
