I think it's now beyond discussion that there are substantial funds available for transfers.
It is also beyond discussion that there appears to be a difference of opinion within the hierarchy as to how to best proceed.
What we don't really know is exactly who stands where.

Yeah, I don't get that either. I think the powers that be were wrong in not paying what Madrid ultimately asked for Higuain, but I am not sure there is a difference of opinion at board level. Since we are trying to dine at a more luxurious table compared to summers past it shouldn't be too hard to fathom that luxury items are harder to come by than the swill served at the local KFC where we usually dine.

I've not heard or seen anything from Wenger or Gazidis that gave me the impression that they were no longer on the same page

We're doing what we always do - target specific players with our own predetetmined price and limits in mind.
The difference is this summer we're after some big fish, so instead of agonising over whether or not we should spend £12m as opposed to the £10m we'd assigned, we're deliberating over how far above £40m we'll go for Suarez having decided that Madrid's valuation of Higuain was way out of whack with our valuation.

Yep Mista T, Higgy seems more a Wenger type player but not as well known as Suarez, who seems like an anti-Wenger player- selfish racist thuggish etc but certainy very ecognisable and marketable, after all infamy.is the next best thing to fame from that viewpoint.

You really believe that Biggus or is it just convenient to use that to support this particular theory?
You remember that Liverpool had to change their public stance on defending Suarez when their owners got queasy about how be was being percieved and the effect that would have on their image in the US?

There are Arsenal fans who are considering not going to the Emirates if Suarez signs.
He's not exactly a marketing mans dream unless Gazidis believes the Uruguayan market is key.

As for Wenger's feelings on Suarez - not sure. He's not given the impression that he abhors the thought of him, he's actually on record questioning the harsh nature of his most recent ban - sounds as if he wasn't joining the chorus of those who believed the biting was an atrocity.

Either Suarez is despised almost universally including by Wenger whom for all his faults even I assume him to be a fair minded man, (this is what I think is most likely).
Or Suarez is despised almost universally but not by Wenger who presumably because of cynicism is prepared to sign him for a treble record fee (I cannot believe this).
*Or Suarez is not universally despised, only a few chattering layabout and nare' do wells like us care, but in large parts of Sth America & Asia he's viewed as a top world star (quite possible).

Suarez is not a perfect sell (as you described) given his history, that's not to say he's unmarketable but he's no Kagawa.
Suarez has his fans, he's not universally despised and Wenger has not said or revealed anything that has struck me as indicating that he's at odds with our pursuit of Suarez.
Simple as that really.
As of now I haven't noted anything that has led me to believe that there's internal conflict at the club as regards this signing.
