Seems premature to me.
He gets an awful lot of praise, especially on here, and I've watched him a load of times over the years; for Watford maybe 10 times, for Wigan maybe another 5 times, for the U21s numerous times, and I've seen him live at Old Trafford this year, and caught most of his other appearances - and I have never seen anything more than a decent player in him. Not an England starter in any way, shape or form.
He's a decent little player, with decent technique, decent mobility; decent - nothing outstanding about him.
