they need to scrap both then run two competitions:
A knock-out Euro cup comprising all eligible for current CL and Europa, with appropriate seeding and byes.
Then a smaller European Champions League with an actual league format with only the top 2 teams from major nations and top team from second tier, previous season's winner, and top two of the cup competition.

Have the CL actually be a league with quality for once, not some daft competition winnable by jammy chavs and diving scouse

What I'd have:

64 clubs qualify for European competition
two identical competitions each with 32 teams, 8 groups of 4, top 2 qualify for the knockout rounds (current system).

Each year the qualifying teams are sorted as

Requalifying teams from the previous season sorted by previous season's performance
New qualifiers sorted by seeding / league result

If there are more than 24 requalifers, the excess requalifiers are "relegated" to the second group of 32, swapping with the best performed clubs in the second group.

This way:

if you miss out on CL qualification (which now means finishing 8th or worst in the PL, for example), it generally takes you at least two seasons to get back into the upper tier - one out of competition, and then the latter performing well in the lower tier.
if you perform badly in the upper tier, you get relegated to the lower tier - meaning no more dead rubbers in the upper tier.
big extra incentives to make the quarters/semis of the lower tier and get promoted.

Good news for Kroneke, Gazidis and Wenger if 5th and 6th are getting in the CL. They'll be able to sell more of our top players each summer and make an even higher profit while still gaining the 6th place prize.

Platini is mad.
The current system is working. Europe is slowly evening out. Any given Wednesday, a Dutch, Russian or Portuguese team can take on an Egnlisht team and have a chance. This year's contest has actually be relatively decent.
What needs to happen is keep Champions League as is and turn the Europa League into a straight knockout. There are a lot of teams that do not give two shits about Europa League. A straight knockout saves them the hassle of playing a full mini-league they don't want.

That's an abysmal record. But they did have one of the most difficult CL groups I've ever seen. We could easily have failed to record a win (or less likely, even to get a point, worst case) in that group.

We'll be throwing away our piss easy group coefficient if we fail to qualify, Wengy will see the financial folly of that, thats why I think he will splurge out in January.

It certainly hasn't. None of the Arsenal higher-ups including Wenger have ever been willing to admit we can't win the Champions League.

He's a con de Gignol, he'd play Aguero as a defensive midfielder to "improve his all round game" he'd have Balotelli out wide putting in lots of high crosses for Tevez (if they weren't both being rested for quiet reflection till they felt up to playing)......
