Suarez is a good player, but that's it. He's at least a couple of levels below a real top class player like Tevez, who's a similar type of player.
Personally I don't think there's much between the them. Tevez is more proven at the highest level(well at least at club level, Suarez has done more on the international stage), so maybe you could say Tevez edges it in that respect.
Judging them mainly on their individual qualities, I don't see any huge gulf in quality between them; Tevez sees things better and generally makes better decisions but I'd say Suarez is more versatile(Tevez struggles on the wings for example), better in the air, and is more skillful(trickier) - I don't think I have seen a player nutmeg defenders as much as Suarez does in confined spaces.
Re Walcott: I think he'd have been more suited to the counter attacking style they played under Benitez. Walcott's a class finisher but he remains a counter attacking striker - he needs space to be effective. Rodgers is trying to play a possession based game, looking to dominate teams in their half, the spaces will be small as a result, therefore they need a striker who can play with his back to goal and can manipulate the ball in tight spaces - Walcott isn't anything like that. And if u take away Suarez(who's created the most chances in the league from open play) u take away the bulk of their creativity, they'll just become another tikki taka team with very little creativity. I'm sure Walcott would love that ;-)
