Everyone's convinced that football regulators have little power?
Football regulators from the FAs up to FIFA seem to have considerable power and an overriding interest in the financial success of the sport as a whole, and its flagship competitions, not the success of any one club. The only thing slowing them down is conflict of interest, consensus, and the lack of incentives to act.
If regulators had no power you'd never see clubs getting points penalties for corruption, financial irregularities or catastrophe, improper selections etc.
From a business perspective the clubs don't compete with each other for the market so much as football competes with other forms of leisure and entertainment.
From a sporting perspective competition in a nobbled league—whether it's tilted over or under the table—is devalued.
